Windows 10 and 11 both have a version which is called “S mode”.
This is described as:
..a version of Windows 10 that’s streamlined for security and performance, while providing a familiar Windows experience. To increase security, it allows only apps from the Microsoft Store, and requires Microsoft Edge for safe browsing.

This means you cannot use the WICReset utility/app on a computer with S-mode installed, as this is not available via the Microsoft Store.
If you are attempting to reset your printer using the WICReset you will need to borrow or otherwise source a computer with a non-S-mode operating system to complete the reset.
Important: It is possible to disable S-mode on these operating systems but it is a one way change. Once disabled it is not possible to re-enable S-mode.
